Director Finn received his Baccalaureate degree from the University of California, Davis and his Juris Doctor degree from the University of San Francisco School of Law. He has served on the Sleepy Hollow Fire Protection District Board of Directors since 1999.
His service on the Ross Valley Paramedic Authority Board began in 2006, his service on the Ross Valley Fire Dept. Board began in 2010, and his service on the Marin Wildfire Prevention Authority Board began in 2020.
