Annual Budget Process
Each year, the SHFPD Board adopts its budget in two stages, as required by the Fire Protection District Law of 1987 (Health & Safety Code §§ 13890–13895).
By June 30, the Board adopts a preliminary budget for the coming fiscal year, prepared according to State Controller accounting and budgeting standards. If projected revenue looks insufficient to cover anticipated costs, the preliminary budget must also propose ways to raise revenue or reduce service levels. Once adopted, notice of the preliminary budget — along with the date of the public hearing on the final budget — is published and mailed at least two weeks before that hearing.
Any member of the public may appear at the budget hearing and be heard on any item in the budget. Because this hearing takes place at a regular or special Board meeting, it's also governed by the Ralph M. Brown Act: the meeting agenda is posted at least 72 hours in advance (24 hours for a special meeting), and the public may comment on the item either in person or remotely.
By October 1, the Board adopts the final budget, which also establishes the District's appropriation limit for the year. A copy of the final budget is then forwarded to the Marin County Auditor.
